Many thanks for your letter 105/641/47 of the 7th November regarding the proposal for the construction of a new Institute for Medical Research in Hong Kong.
We certainly share your opinion that there is no convincing case for excepting this scheme from the policy outlined in MacDougall's telegram No.1169 for the utilisation of Hong Kong's allocation of Tolonial Development and Welfare monies, and that the scheme should be left to take its place in the programme with the other projects mentioned in the telegram.
